TEMPO.CO, Jakarta – The Civil Society Coalition for Security Sector Reform criticized the issuance of the Military Commander's Telegram Letter Number ST/1221/2021 regarding the procedure for summoning TNI soldiers by law enforcement officers.
This Telegram letter was signed by the Chief of General Staff (Kasum) of the TNI Lt. Gen. Eko Margiyono, dated November 5th, 2021.
In the new regulation, the summons of TNI soldiers who are caught in legal problems by the police must go through the commander or head of the unit.
"The Commander's Telegram letter further shows the closure and protection efforts for TNI members who commit crimes (impunity)," said Jakarta Legal Aid Institute (LBH) Public Lawyer Teo Reffelsen as a coalition representative in a written statement, Wednesday, November 24th, 2021.
The Coalition sees that the issuance of this commander-in-chief's telegram is not only problematic, but increasingly shows the dominance of the military over the state.
