TEMPO.CO, Jakarta – The plan of the Indonesian National Soldier (TNI) Commander General Andika Perkasa to apply a territorial approach has led to the discourse of withdrawing non-organic troops from Papua. So far, the presence of these troops is considered to be one of the causes of the endless violence in Papua.
Imparsial Director Ghufron Mabruri assessed that the policy of deploying non-organic troops so far has had many problems. Not only related to the roots of violence, but policy-wise, this is also problematic.
“There is no accountability, control and supervision. Thus, the potential for irregularities in the operations of non-organic troops occurs in the field," said Ghufron when contacted by Tempo, Friday, December 17, 2021.
So far, he assessed that the implementation of military operations other than war (OMSP) in Papua has also not been in accordance with the provisions of Article 7 paragraphs 2 and 3 of the Indonesian National Army Law. Supposedly, its implementation requires a state political decision.
