The state is reminded to be careful in regulating the involvement of civilians as a reserve component in non-military threats. At the trial hearing No. 23/2019 on State Resource Management (PSDN), an expert from the applicant who is a teaching staff at the Department of International Law at Gadjah Mada University (UGM) Heribertus Jaka Triana explained that the involvement of civilians as a reserve component (Komcad) has the potential to violate human rights. He said the a quo law has the potential to violate human rights because there is an element of intent to cover and avoid rights, obligations, and risks that citizens must know when they become Komcad.
