GenPI.co – Imparsial researcher Hussein Ahmad believes that President Joko Widodo (Jokowi) should avoid the pattern of re-electing The Commander of Indonesian National Armed Forces (TNI) with nuances proximity politics.
Not only that, Hussein Ahmad also believes that the president should use a normative and substantive approach rather than a purely political approach.
"Based on a normative approach, the pattern of changing the commander prioritizes inter-dimensional rotation in which the commander is held in rotation," said Hussein to GenPI.co, Thursday (21/10).
According to him, referring to Article 13 paragraph (4) of the National Armed Forces Law, it states that the position of the Commander can be held alternately by active high-ranking officers.
“The active high-ranking officers from each of these batches must also currently or have served as Head Staff of Forces .
"The application of the rotation pattern will foster a sense of equality between dimensions and have a positive impact on strengthening the solidity of the national armed forces," he said.
In addition, according to him, the rotation pattern is carried out to turn off jealousy that is very likely to occur among soldiers, due to the impression that one of the dimensions is the golden child.
"The pattern of rotation of the position of the Commander, which has been started since the beginning of the Reformation, certainly needs to be maintained, moreover, it has also been mandated in the Law of the National Armed Soldier," he said.
According to him, the process of re-electing the commander should be used by the President as a momentum to push forward the armed forces reformation agenda, which is currently stagnant.
"The candidate for the Commander chosen by the President is expected not only to be able to push the armed forces' development the direction of which is getting stronger and more professional," said Hussein.
He also hopes that the new Commander has a commitment to carry out the soldier's reformed agenda that has yet been implemented. (*)
