National Employee Controversy Becomes Reserve Component in Ministry of National Apparatus Administrative and Bureaucratic Reform's Circular Letter

tirto.id – State civil apparatus (ASN) or national employees are encouraged to be part of the reserve component. This was after the Minister of State Apparatus Empowerment and Bureaucratic Reform (MenPANRB) Tjahjo Kumolo issued Circular Letter Number 27 of 2021 concerning the Participation of State Civil Apparatus Employees as a Reserve Component in Supporting National Defense Efforts. "This SE is intended for ASN employees to participate in Reserve Component Training in order to support national defense efforts," reads the SE signed by Tjahjo as of 27 December 2021.

ASNs are asked to join the reserve component based on Law no. 23/2019 concerning National Resource Management (PSDN). This regulation states that Reserve Components are national resources that have been prepared to be mobilized through mobilization to enlarge and strengthen the strengths and capabilities of the Main Components. In addition to referring to the PSDN Law, the SE also refers to Law no. 3/2002 on National Defense.

The Law on National Defense mandates that the defense of the Indonesian state is carried out through the Universal Defense System. This system involves all citizens, regions, and all national resources. Tjahjo considered the participation of ASN as part of implementing the basic values of ASN. “ASN participation in the Reserve Component Training is also a form of practicing the basic values of ASN having character, especially the value of loyalty. The guidelines for behavior that are carried out are to adhere to the ideology of Pancasila, the 1945 Constitution, the Unitary State of the Republic of Indonesia, and a legitimate government," reads one of the points of the letter.
